Mga Kuwentong Ibinabalik Ng PBB Teen Edition

Kahit disappointed ang marami sa atin dahil walang taga-UP sa Pinoy Big Brother Teen edition, nakapagpapaalala naman ito ng karanasan at panahon ko sa Peyups nating mahal.

Napanood ko ang pagpakilala sa teen housemates, at naalala ko ang pagpasok ko sa UP. Big deal 'yun sa akin at sa mga kamag-anak ko sa Marinduque--kung paanong malaking bagay rin sa mga pamilya ng mga bata ang pagiging teen housemates nila. Sa libu-libo ba namang nag-audition, sila ang napili. Para silang nakapasa sa UPCAT!

Nang pumasok na sila sa loob ng bahay ni Kuya, nag-replay naman ang aking pagdating sa Kalayaan Residence Hall. Bagong paligid, malayo sa pamilya, may mga bagong kasama.

Siyempre, sa dorm ay may mga sikat. Mga heartthrob ng bayan: magaganda't guwapings, sikat at kinaiinggitan, at meron ding mga feeling lang. Parang sa PBB house, may Kim Chiu at Gerald Anderson, at may Nina Atienza at Joaquin Mendoza. Sa Kalayaan, noo'y mayroon ding mga nagtatawag ng atensiyon-- kumbaga sa PBB house, parang sina Bam Romana at Clare Cabiguin. Mayroon din namang mala-Jamilla Obispo: tahimik lang, pero sa murang edad ay pinanday na ng karanasan, o Brenda Fox, na di mo akalaing may itinatatagong kakaibang talent. Mayroon din namang dahil sa pagka-homesick, umuwi na lang sa kanila.

Sa mga unang araw ng teen housemates sa PBB house, naalala ko naman ang mga unang araw ko sa UP: sobrang takot sa tao, ayaw makihalubilo, insecure, praning. Sa mga klase sa AS, doon ako umuupo sa malapit sa bintana, at mga apat na upuan yata ang pagitan ko sa katabing kaklase. Parang Aldred Gatchalian, di ba? Yun nga lang, 'di gaya niyang nag-voluntary eviction, nanatili ako sa UP. Saka sa halip na dimples, pimples ang nasa mukha ko noon.

Iniwasan ko ang CAT noong high school dahil lampayatot at mahina ang katawan ko. Pero pagdating sa kolehiyo, wala na akong lusot sa bulyaw ng mga ROTC officers na mala-Fred Payawan ang porma. Pero buti nalang, laging masaya ang platoon namin dahil maraming komedyante at masang-masang tulad ni Matthew Evans ng bahay ni Kuya.
Makalipas ang isang semestre sa UP, nakakilala ako ng mga aktibistang palaban, para bang tipong Mikki Arceo ang dating, pero sa huli'y nalaman kong may mga coño rin pala: sa asta lang pala tunay, militante at makabayan.

Sa UP, marami kang mapagpipiliang orgs. Sumali ako sa UP Journalism Club. Doon, may orgmate kami na naaalala ko ngayon kapag napapanood ko si Olyn Membian.
Sa palagay ko, ang PBB ay nakapagpapaalala sa akin ng UP dahil gaya ng napaka-diverse na pamayanan ng pamantasang hirang, ang bahay ni Kuya ay kumukupkop sa iba't ibang karakter. Gaya nga ng isinulat sa Tinig.com ni Madel Montejo, dating punong patnugot ng Tinig ng Plaridel ng MassComm: "... ang PBB housemates ay kumakatawan sa bawat isa sa atin. Microcosm of Philippine society, ika nga. There is always a Cass, Uma, JB, Say, Chix, Rico, Jason, Jen, Nene, Bob, Raquel and Franzen in all of us, in our community. Sila ang sumasalamin sa bawat isa sa atin. Iba't iba ang ugali, iba't iba ang dynamics ng social interaction."

Samantala, sa mga naiinis pa rin dahil walang taga-UP sa teen housemates, 'yaan n'yo na. Mga bata pa naman ang mga iyan. Tingin n'yo ba, ang valedictorian na si Aldred, mag-a-AMA na lang nang di muna sinusubukan ang UPCAT? Saka malay natin, ang Atenistang Mr. Academics na si Mikee Lee, gayahin si Bikoy--na piniling maging "a man for others" sa pamamagitan ng pagiging iskolar ng bayan!

Slower Growth Seen For RP Telecom Industry—IDC

THE PHILIPPINE telecommunications industry will continue to experience double-digit revenue growth in the next four years but the pace will be slower than in previous years, according to a report by the International Data Corporation (IDC).
Growth in 2005 was 66 percent, slower than the 67 percent registered in 2004, IDC's Philippine Telecommunication Services 2006-2010 Forecast revealed.

The study attributed the slowdown in 2005 to subscriber recognition and pricing activities by telecommunications firms rather than to a contraction in market demand.

IDC also stated that the fixed-line services market continued to recover in 2005 due to growth in the data services market, which surpassed voice services in terms of contribution to market revenue.

Among other growth factors in the fixed line business were the growing market for connectivity, the sophistication of end-user telecom requirements, as well as new promotions for voice rates.

Karen Rondon, IDC Philippines’ senior analyst for telecommunications services, said competition among telecommunications players would be more intense in the coming years.

She urged market players to continue strengthen partnerships for content and value-added services positioning and be more flexible in responding to the changing business dynamics of their customers.

"As price points continue to decline, service providers can no longer be dependent on incomes generated from subscriptions alone but also have to focus on offering value-for-money services.
As such, providers will have to ensure that they strive to offer high-quality services, including VAS at affordable prices," Rondon said.

Arroyo Puts Boracay Under PTA

ILOILO CITY—President Macapagal-Arroyo has placed the island-resort of Boracay under the administrative control of the Philippine Tourism Authority (PTA).

Memorandum Order No. 214, signed in April and released last week, placed the world renowned island resort under PTA control to ensure the sustainable development of the country’s prime tourist destination, said Edwin Trompeta, tourism regional director in Western Visayas.

Under the order, the PTA control would be exercised through the Eminent Person’ Group (EPG) in coordination with the Aklan provincial government and the municipality of Malay where Boracay is located.

Capacity
Ms Arroyo last year created the EPG to oversee the development of the island amid growing concerns over unplanned and uncontrolled development of the island that could go beyond its carrying capacity.

Headed by businessman Iñigo Zobel, the EPG is mandated to map out policies for the sustainable development of the island’s tourism industry.

Trompeta said the order was in line with the PTA’s mandate to control and manage tourism zones and areas in Boracay.

The order was also based on Presidential Proclamation 1801 issued by the late President Ferdinand Marcos on Nov. 10, 1978.

The proclamation placed several islands and coves, including Boracay, as tourist zones and marine reserves under the administration and control of the PTA.

The lands were categorized as public-owned and the government has the prerogative on the management and utilization of its resources.

Building supervision
Trompeta said that under the memorandum, the construction of buildings and structures in Boracay would be subject to PTA approval.

Operations of support services and infrastructures, like ports, would also be under the supervision of the PTA.

Currently, the construction of structures and operations of support infrastructures are being supervised by the municipal and provincial governments.

Trompeta said they are still waiting for the implementing rules that would define the scope of the PTA’s authority and the administrative body that would be created.

He welcomed the order as an initial step in the creation of a regular management authority that would govern the development of the island.

Tourism haven
Tourist arrivals in the island-resort of Boracay enjoy a continued upswing, records from the tourism department showed.

The number of visitors last year reached 499,457, 16.48 percent higher than the 428,755 recorded in 2004.

The tourists poured in P8.18 billion which is 38 percent higher than the P7.88 billion that the island earned in 2004.

Pinoy Big Brother Batch 2

The second batch of Pinoy Big Brother housemates were Filipino celebrities. However, this time around, there were 14 housemates. Do not get the whole meaning wrong but the celebrity housemates are actually celebrities in various fields – theater, television, music, fashion, etc.

Aleck (Bovick) – actress. Has a very strong personality. Would even do things that are not supposed to be done according to Big Brother’s rules because she wants to go out of the house already. The Bombshell in Distress.

Angela (Calina)– tv host. She was the first to go out for she had to take care and see that her child was okay after receiving news from Big Brother that something happened at her house. She is a single mother. Known as the “Wildflower of Cebu”.

Bianca (Gonzales) – tv host. She loves Choco Crunchies. And when there are some activities in the house that need hosting, she is one of the hosts. The inspiration of the youth because of having beauty and brains. She is intelligent and she speaks her mind. She was also described as a certified sweetheart.

Budoy (Mirabilles) – musician, singer. Very talented guy. He even was the one who designed the art work in the garden that only employed toothpicks. He even knows how to create music as well as create other things like a make-do “hourglass”. He is also determined on making sure that his hair is not shown. He is Samar’s M-16.

Christian (Vasquez) – actor, model. He is a model dad. When he left, he was really happy enough because he wanted to see his kids already. Inside the house, he helped a lot during chores and was considered as a “kuya” by some housemates. He is an actor not only in movies but in plays as well. He was given the name “Hunk Daddy”.

Gretchen (Malalad) – athlete. She had to go out of the house because she had to settle some things with her job. When there are tasks, she gives a go and makes sure that she does it well. As an athlete, she was one of those who got the gold during the SEA games in karatedo. She was dubbed as the “Karate Chick”.

John (Pratts) – actor, dancer. He is one of the youngest housemates. He also makes sure that the other housemates are okay and that they are doing fine. He was given the name “Dancefloor Dynamite.”

Keanna (Reeves) – actress? She certainly has been true about herself inside the house. She would say things because it is what she knows and would not dare hide that there are some things that she is not knowledgeable about. The “Kilabot ng Senado”.

Mich (Dulce) – fashion designer. She had to leave the house because of her medical condition. Although she was one of the people behind the designs of the housemates during one of the tasks. She does cry easily though.

Rico (Robles) – DJ. He has been making and creating noise because of the usual clashings he has with Roxie. This DJ also has become one person who would even try to give advice to people who are troubled perhaps because of his like for philosophy. He is one of the youngest DJs at present.

Roxie (Barcelo) – singer, actress. She frequently got into clashes with Rico and would be the kind of person who would cry easily over things. She went out of the house so that she could attend her college graduation. She is the “Divang Kolehiyala”.

Rudy (Fernandez) – athlete. He comes with a metal leg though he still tries to do all tasks given to the housemates. In this batch, he is the oldest. He is a runner, a swimmer, a cyclist. A triathlete. He was also given the name “Iron Man of Asia”.

Rustom (Padilla) – actor. He has created quite a stir during one of his confessions and conversations with Keanna. He also is one of those people inside the house that people go to when they are troubled. The “Prodigal Son of Showbiz”.

Zanjoe (Marudo) – model. He has quite become close with Bianca and would be doing walkathons around the garden area. He is a certified hunk and a fashion model. He has appeared not only in print ads but also in tv ads as well. He is known as the “Cover Boy ng Batangas”.

Pinoy Big Brother Batch 1

The first batch of Pinoy Big Brother housemates were all ordinary people. Well, kind of. However, there was a need for somebody to take an exit (not through nomination or eviction) so much so that there was a need to replace him. What happened was that there were 13 housemates all in all in Kuya’s house.

Bob. He’s the politican from Bulacan, although he never did make it during the elections. He is a big guy and a tall one at that. He speaks his mind out especially during confession room moments.

Cass. She’s from Davao. She is a model and she has been included in FHM’s 100 sexiest women. Oh yes, she speaks the part of the Davaoeña. She cries a lot too. Yes, she also cooks and is known as the “reyna ng kusina”.

Chx. She’s the liberated gal from Bicol. She dresses the part although she does not quite speak the part. I did find her quite irritating when she speaks. Not because she carries a “tone” but because it’s all about the way she says things.

Franzen. He comes from a poor family. And maybe, to make up for this, he tries to keep himself happy by doing crazy antics.

Jason. He is a Batangueño and his partner in crime is Franzen. He also is a comedian.

JB. He is one of the “sosyalero” people around the first batch. He has had this relationship with Say, another one of the housemates.

Jenny. She is an Amerisian. She was really affected by her stepfather’s succumbing to sickness. She is talented and is a good singer. She is one of the chosen few who was able to go back to Kuya’s house.

Nene. She is known as “kumander”. She is a military person and is takes on Kuya’s tasks with passion.

Raquel. She is known known as “Ate” or as “Ma’am”. This is because of the fact that she is the eldest among all the housemates and that she is a teacher. She had to go through three consecutive nominations and got evicted on the last one.

Rico. He is the very first evictee of the show. He is a former model and has a great body which he tones through lifting various items in the garden. He did try to burn down the house though when he tried to cook breakfast for the housemates.

Sam. He was the replacement for one housemate who had to go out. He is a talented guy for he can not only play the guitar but he also could write songs, and sing as well.

Say. She is the kikay among the housemates. She speaks “maarte” pero she’s kind of nice naman. She has really proved that she is true for she even said on national tv that she just recently had her nose done.

Uma. He is the one closest to Cass. He also is from another country although he speaks Tagalog well enough to be able to converse with the housemates.

12 New Housemates

12 new housemates are now in the Pinoy Big Brother’s house. They just came in last night. Of course, there are some titles that has already been attached to their names during the ads for this new season.

Alfred. The male version of Cass. Could cook. From Pasay. The high school valedictorian. He’s got dimples.

Bam. He claims he’s makulit. And talkative. And has lots of stories to tell. He’s the comedian. I dunno if he’s going to be the next Franzen.

Clare. 18 years old. She’s from Bukidnon. She claims she has already joined many beauty pageants and because of this she gained has self-confidence. She’s got a boyfriend. One of her dreams is to become an actress. She definitely speaks like Cass.

Fred. He’s the disciplined one. 17 years old. From Parañaque. He’s a cadet officer.

Gerald. 17 years old. From General Santos City. A basketball guy. He says he’s a handsome face. Well, he is. Kind of. On the other hand, I think he has some kind of air about him. He’s a Fil-Am. He claims he’s a heartthrob.

Jamilla. Teenage mom at 17. There is a problem with her baby and needs a couple of operations. She worked at a club just to have some bread but she claims she left the club whole.

Kim. The timid girl from Cebu. 16 years old. She says she has lots of things to prove. She’s Chinese and she’s got looks. She says she’s talented however her famly’s always saying that she does not have that.

Matt. From Quezon City. Adores rock music. Half-Filipino, half-American. Although he never was able to meet his father.

Mikee. He’s intelligent. He’s got grades like 98 and 99 and he claims the lowest grade he ever received was 93. Although this may be so, he does not look like the typical nerd. He’s from Quezon City. He loves to do debates.

Mikki. She knows how to fight. She claims she’s got an I-don’t-care attitude. From Davao. She says she does not want to be a social clone that is why she is 100% original.

Niña. Says she was treated like a princess especially by her late lolo. She’s chinita. She says she wants to prove something for people think that she’s just kikay. She’s an Assumptionista. She’s just like Roxie, especially when she speaks.

Olyn. From Quezon City. She is afraid of many things. She says she’s kikay. One of her statements is, “Maarte ako, pero hindi ako malandi.”

C2: What Is it?

In the Philippines, one of the most popular drinks to quench the usual thirst is C2. In fact, I am one of those that have become so addicted to it that I would choose to drink it instead of water. But of course, there is still some kind of fulfillment that only water could provide.

Anyway, I love C2 apple flavor. There are many flavors for this drink. There is green tea flavor (that’s also known as plain), apple flavor (as mentioned), lemon flavor, peach flavor, and even a C2 lite which is something with less sugar for the green tea (or plain) flavor. Although the C2 lite is only offered for green tea flavors. I am not quite sure about this but this is the only flavor that I saw with a ‘lite’ version.

What is C2? According to its advertisement, C2 stands for ‘cool’ and ‘clean’. In fact, these two descriptions could be found on the bottles themselves. C2 is a green tea drink. And it is available in plastic bottles. There are two sizes. The smaller one is 355 ml.

Looking at the bottle, you would find that its ingredients are water, natural extract from green tea leaves, sugar, acidulants, artificial flavor, sodium citrate, ascorbic acid, and natural color. Now, looking more closely, you would see that its description (still found on the bottle) says,

“De-tox! Clean up! Chill out!
C2 is delicately brewed from natural green tea leaves of Camellia Sinensis. It is non-carbonated and ready-to-drink, with a cool clean taste that glides down light and easy. A healthy way to refresh yourself.
Real, natural tea like Camellia Sinensis, contains antioxidants, called ‘Catechins’. These antioxidants, together with proper diet, are known to help prevent certain diseases and cancers.”

The nutrition facts says that a service size is one glass which is around 240 ml. Per container of the small one, is just around one serving size. It has 120 calories. And 5 calories from fat. Its total fat is 1 gram which contains fat from natural tea oil and this one gram is around 2% of the daily value as per the Percent Daily Values (DV) which are based on a 2000 calorie diet. Its carbohydrates are 27 g which is 9% of the daily value. The sugars are 27 g.

Some information are also found on the bottle. It says ‘Serve chilled’, ‘Shake well before drinking’, and ‘Refrigerate after opening’. Underneath, it also says, ‘Contains natural ingredients. Color, taste, and body may vary. Natural tea leaft sediments may be visible at times.’

Unlike other bottled teas that use powered or artificial tea extracts, C2 green tea is made from real, natural green tea leaves that have been delicately brewed.

Pinoy Big Brother Secret Elves


These are Pinoy Big Brother's secret elves. There are six of them: Gerald, Kim, Jamilla, Clare, Brenda, and Mikee. They are in the Toy Kingdom stall in the recently opened Mall of Asia.












Of course, this would be just a close up shot of the first two teen housemates in front: Kim and Gerald. Something is surely brewing between the two of them.

UP: A number of past Philippine presidents graduated from UP. Presidents Roxas, Quirino, Laurel, Garcia and Marcos, to name just a few!
ATENEO: Hah! That's nothing, a number of Ateneo graduates became national heroes like Jose Rizal, Gen. Gregorio del Pilar, Gen. Antonio Luna, Evelio Javier and many others.
UP: That just goes to show you, UP graduates become presidents and lead countries while Atenean end up getting shot!
LA SALLE: Wala 'yan. Talo kayo sa mga gradweyt namin!
UP & ATENEO: Bakit sino ba ang mga graduates ninyo?
LA SALLE: Aba! Marami kaming sikat na gradweyts; si Gary Valenciano, Dingdong Avanzado, Ogie Alcasid, Monsour del Rosario…


How To Identify A La Sallite
A La Sallite walks into a store in Mega Mall and says:
"Miss, I'd like a green parrot, please."
The salesgirl looks at him and asks:
"Sir, are you a La Sallite, by any chance?"
The La Sallite replies:
"O... bakit mo naman natanong 'yan? If I ordered BLUE cheese, would you ask me if I were from Ateneo? I don't think so. If I bought a MAROON shirt, would you ask me if I were from UP? I think not. So why then, when I want to buy a GREEN parrot, do you ask me if I'm from La Salle?"
"Sir, kasi naman...," replied the salesgirl, "this is a flower shop, eh."


Suicide By Sandwich
There were three friends: an Atenean, a La Sallite, and a UP student (so you know this story is fictional). Anyway, everyday, they met for lunch and ate their sandwiches.
UP: Putek! Peanut butter sandwich na naman? Sawang-sawa na ako dito ah. Pag bukas, peanut butter sandwich na namanang baon ko, magpapatiwakal na ako.
Ateneo: Darn! Roast beef sandwich again. I am sick of this already. If I get another roast beef sandwich again tomorrow, I am gonna shoot myself.
La Salle: Oh my gosh, grabe! Ham sandwich is my baon again. I am so sawa with this sandwich na, ha? If my baon tomorrow is ham sandwich again. I am gonna drive my CRV over the cliff.

The next morning, they again met for lunch, and, alas, they had the same sandwiches again. The UP student went back to his dorm, pulled out a belt and choked himself to death.
The Atenean went home, got a gun, and shot himself in the head.
The La Sallite drove his CRV off a cliff.

During their funeral, their mothers were interviewed:
UP: Kung sinabi niya lang sa akin na ayaw niya na nang peanut butter sandwich, eh di sana hindi na yun yung pinabaon ko sa kanya.
Ateneo: If he had told me that he did not want roast beef anymore, I wouldn't have prepared him roast beef.
La Salle: Hindi ko maintindihan kung bakit siya nagpakamatay, eh siya naman yung gumagawa ng sarili niyang sandwich.

How Do You Know One When You See One?
In a grand ballroom party conducted by the Philippine Society of Colleges and Universities, the Chairman of the Board got curious to know what particular schools attended the big celebration. Therefore, he checked out the house where it was all happening. Guess whom he found and where he found them?

UP Diliman - everybody was lined up to the attic to have a fraternity ritual
UP Los Banos - they were in the garden mowing the lawn
UP Manila - they were into "drugs"
Ateneo - they were inside the TV room with a microphone chanting the "BLUE EAGLE" spelling
La Salle - they were eavesdropping
San Beda - some were beside the Ateneans whileothers were in the bedroom with some Paulinians
St. Paul - they thought they were with the Ateneans

RP, US Sign New Anti-Terror Pact

THE PHILIPPINES and the United States yesterday formalized a new security arrangement to bolster their battle against terrorism and other threats, according to officials from both countries.

The accord involves setting up a new joint panel called the Security Engagement Board (SEB), described in a joint statement by Foreign Secretary Alberto Romulo and Defense Secretary Avelino Cruz Jr. as a "new consultative mechanism for cooperation on nontraditional security concerns," including terrorism, transnational crime, maritime safety and security, natural and man-made disasters, and pandemic outbreaks.

The SEB, co-chaired by the US Pacific commander and the Armed Forces of the Philippines chief of staff, will develop measures to enhance cooperation between the two allies.

"The establishment of the SEB further strengthens our partnership," the statement quoted US Ambassador Kristie Kenney as saying, noting that Manila is Washington's longtime friend and major non-NATO ally.

US Embassy spokesperson Matthew Lussenhop said the creation of the SEB was a Philippine initiative and "it will provide a clearer framework for consultations and planning to address nontraditional security concerns."

Other members of the SEB from the Philippine side are the major service commanders of the AFP and representatives from the foreign and defense departments. Other board members from the US side are other major commanders of the US Pacific Command, the US Embassy chief of mission, and representatives of the US Department of Defense.

"The SEB is not a new treaty as it merely implements existing bilateral treaties with the US," Romulo and Cruz said in their joint statement.

Manila and Washington signed the 1951 Mutual Defense Treaty that calls for cooperation in battling external security threats in either country. The two countries have also signed a Visiting Forces Agreement that allows US forces to join large-scale military exercises in the Philippines.

Officials said the SEB would allow both nations to jointly deal with terrorism and other threats not falling under the Mutual Defense Treaty.

President Gloria Macapagal-Arroyo, one of Asia's most vocal backers of US President George W. Bush's global war on terror, has allowed US forces to train and arm Filipino soldiers battling al-Qaeda-linked militants in Mindanao.

No US bases

At a news conference in Camp Aguinaldo, however, Cruz stressed the new security agreement would not allow US forces to reestablish bases in the country or to join local military operations. The Constitution prohibits foreign troops from engaging in local combat.

"That's very clear in the agreement, no American troops will engage in combat, no basing. We have to approve their every move. That's clear," Cruz said.

The bicameral Legislative Oversight Committee on the VFA shall also exercise oversight powers over the SEB.

Gilbert Asuque, spokesperson of the Department of Foreign Affairs, said Manila and Washington agreed to set up the mechanism in April when the two sides agreed to expand their partnership to address emerging security threats.

Although both Manila and Washington have justified US military presence in Mindanao as part of authorized joint military exercises, left-wing groups have questioned the legality of the presence of American troops near battle zones in Mindanao and have demanded their withdrawal.

"It's a very blatant way for the US to intervene in our domestic affairs," said Renato Reyes, head of Bagong Alyansang Makabayan (Bayan, New Patriotic Alliance), the largest left-wing group in the country.

"They want to broaden that intervention. And this can be used by Mrs. Arroyo to get US support to stay in power. It's very dangerous," Reyes said.

Focused responses

Cruz said the SEB "affords us the opportunity to develop focused and comprehensive responses" to security threats.

He said the SEB was an emerging model for bilateral cooperation with neighboring states in Southeast Asia to address nontraditional military concerns. With reports by The Associated Press and Agence France-Presse

Killings Just Part Of Rise And Fall Of Crime, Says Police

SHORT OF saying that the killings of activists and journalists cannot be stopped, a ranking police officer yesterday said that crime had its cycles of ups and downs.

Tough luck, it is now on the upswing.

"You know, there is a trend in crime. Sometimes it falls, sometimes it goes up …" Philippine National Police spokesperson Senior Superintendent Samuel Pagdilao said.

When crimes go up, the PNP action is to address "this sudden and temporary rise," Pagdilao said.

"It is really a fluctuating thing that follows the sine curve," he said, referring to the graph on cyclical behavior.

The unchecked killings of militants have alarmed human rights groups, including the London-based Amnesty International (AI), which said many victims of human rights abuses and even common crimes in the country failed to get redress because of intimidation from people in authority and a weak witness protection system.

In its 2006 world report, AI also said there was such little confidence in authorities to solve human rights violations and other crimes that public tolerance for vigilantism had gained ground in the country.

Pagdilao said a rise in the crime rate did not mean the police had failed in their job.

'Not a perfect world'

"We are not blaming anybody, and I hope people will not also blame the police, because crime fighting is a shared responsibility," he said.

Told that the creation of one task force after another had not stopped the killings, Pagdilao said that was the "dynamics of the system."

"We are not in (a) perfect world. Even in the US, in most advanced countries, there is rise and fall of crime," he said.

At least 220 political activists have been killed since President Gloria Macapagal-Arroyo took office in 2001, according to an Inquirer tally based on its own reports and on reports from militant groups Bayan Muna and Karapatan.

Media help needed

The country's unsavory international image as a dangerous place for journalists also suffered a further blotch earlier this week when radio commentator Fernando Batul was gunned down in Puerto Princesa City -- the 79th media fatality since democracy was restored in 1986.

Director Isidro Lapeña, chief of the PNP directorial staff, asked media groups to sit down with the police to discuss measures to minimize the killings.

The police will also discuss the killings with the Commission on Human Rights (CHR), Lapeña said.

Citizens' civic duty

Asked about the statement from a CHR official that, no matter who was doing the killing, it was the state's job to protect people's lives and secure their homes, Lapeña said: "Giving protection to citizens is the responsibility of government."

"Maybe we can minimize these happenings if everybody will join hands to address this problem, not only the government," he said.

Pagdilao said that going after criminals and maintaining peace was not the job of the police alone. Citizens must also perform their civic duty by helping the police, he said.

One-strike formula

He said the police were studying the possibility of adopting the so-called "one-strike policy" to stop the killings in the same manner it was being implemented to stop "jueteng" or illegal gambling operations.

This would mean that a town or city police chief would be immediately relieved of his command if an activist, journalist or local executive was assassinated in his area.

In its report, the AI said that "implementation of a fair trial and custodial safeguards remained weak, and criminal suspects were at risk of ill-treatment or torture by the PNP during extended periods of 'investigative' detention."

The AI mentioned the case of alleged senior communist rebel Elmer Osila who complained he was tortured during interrogation.

Pimentel's choice

An investigation by the CHR revealed marks on Osila's body consistent with torture, AI said.

"Intimidation, aggravated by a lack of effective witness protection programs, undermined the ability of victims of human rights abuses to gain redress, especially when they were members of poor or marginalized communities," it added.

Press Secretary Ignacio Bunye called the AI report "unfair."

Senate Minority Leader Aquilino Pimentel Jr. proposed that Justice Secretary Raul Gonzalez head the body that would look into the killings of activists.

During the Senate's national budget debate, Pimentel argued that it would be better for a civilian rather than an official with a military background, such as Executive Secretary Eduardo Ermita, to head such a probe.

Gonzalez cool

"I would be more confident in the ability of a purely civilian bureaucrat, like the secretary of justice, who in his younger days was known for his firm advocacy of human rights. I don't know about now," he added, eliciting chuckles from the audience.

Gonzalez turned down such an idea, saying that Ermita headed the Cabinet security cluster which had jurisdiction over such matter.

Gonzalez also said critics of the administration should not be too hasty in blaming the killings on the military.
"I will not make a prejudgment because these are all stories," he said.

Update on Political Killings in the Philippines

A total of 601 have been victims of political killings from the time Gloria Macapagal-Arroyo assumed the Philippine presidency in 2001 up to May 20, 2006 according to Karapatan (Alliance for the Advancement of People’s Rights). Of this number, 258 belonged to cause-oriented organizations and the rest were civilians who had been accused of being active in or supporting the people’s democratic movement. Bayan Muna (The People First) partylist is the hardest hit with 94 of its members killed by elements from the military, police, para-military units or hired killers. The Anakpawis (Toiling Masses) partylist has lost 21 of its coordinators and members. GABRIELA, the alliance, has lost five mebers while the Gabriela Women’s Partylist (GWP), 3. A total of 68 women have been summarily executed by the Arroyo government. The killings are part of its Oplan Bantay Laya (OBL), a national program of the Armed Forces of the Philippines with full knowledge and approval of its Commander-in-Chief Gloria Arroyo. It includes those from the democratic movement as targets for assassination and summary execution. In 2006 alone, there are already 70 victims of the military’s summary execution.

Political persecution continues as Arroyo’s vengeance against her critics. “One week after being rebuffed by a Makati judge, the Department of Justice (DOJ) yesterday (May 12) filed new rebellion charges against the “Batasan 5” lawmakers and 41 others.” (PDI 13 May 2006) The Batasan 5 stepped out of the protective custody of the Philippine House of representatives without the threat of arrest on May 8. It was an occasion for rejoicing for the people’s representatives and their supporters after the judge granted defense’s motion to strike out the amended information which would have added 46 individuals to the two already charged with rebellion. In effect there was no case against them.

But after frustrating DOJ’s attempt to secure warrants of arrest, said judge was slapped by the
DOJ with a motion to inhibit herself, which she did. The case was raffled off to another judge on May 15. It is now a long wait for the judge’s ruling which can either be an issuance of warrants of arrest, grant of bail because the evidence is not strong enough or dismissal due to insufficiency of evidence, depending on how fairly and independently the judge will act.

It will be recalled that after the Presidential Proclamation 1017 declared “a state of national emergency”, three trumped-up cases of rebellion, which has been made a non-bailable charge, were filed against 51 persons which included the “Batasan 6” parliamentarians: Crispin Beltran who was arbitrarily arrested and is now in the custody of the Philippine National Police while confined in the Philippine Heart Center for hypertension; Liza Maza of the Gabriela Women’s Party; Satur Ocampo, Teddy Casino and Joel Virador of Bayan Muna; and Rafael Mariano of Anakpawis who is also the chairperson of KMP (Peasant Movement in the Philippines).

Leaders of the democratic movement in the Philippines are also among those charged with rebellion: Tita Lubi, founding Vice-Chair of the Gabriela Women’s Party and a member of the Program & Management Committee of the APWLD (Asia-Pacific Forum on Women, Law and Development); Nathanael Santiago, Secretary General of Bayan Muna; Vicente Ladlad also of Bayan Muna and a member of the Board of Trustees of Selda, an organization of former political prisoners; Rafael Baylosis of KMU (May 1st Movement) and Randal Echanis of KMP, who are also with the Anakpawis partylist; and Rey Claro Casambre, Executive Director of the Philippine Peace Center.

Implicated in the preposterous testimony of a military agent turned perjured witness are Dr.
Carol Araullo, chairperson of Bayan (New Patriotic Alliance); Emmi de Jesus, Secretary General of GABRIELA; Rita Baua, Bayan’s International Relations Officer; Ruth Cervantes of Karapatan whose husband is BM’s Rep. Teddy Casino; Jude Romeo T. Capulong, UN Judge ad Litem who heads the panel of lawyers for Batasan 6; Danilo Ramos, Secretary General of KMP; Joel Maglungsod, Secretary General of KMU; and Renato Reyes, Secretary General of Bayan. Included in a Mindanao list are Luz Ilagan, Chair of the Gabriela Women’s Party, and two young Moro women, Amirah Lidasan and Zainab Ampatuan, from the Moro-Christian Peoples’ Alliance and Suara Bangsa Moro partylist.

Philippine Reporter Gunned Down

A prominent Philippine journalist has become the latest in a series of reporters and rights activists to be killed in recent months.

Fernando Batul, 36, was gunned down by two men on a motorbike in Puerto Princesa city, his colleague said.

Batul had recently criticised city officials over the contracts of Filipinos whom he said were mistreated when they were sent to Taiwan.

He had already been the target of a recent attack.

Last month two unexploded hand grenades were found in front of his home.

Next to the grenades was a note warning him to "stop what he is doing, otherwise you will die," his work colleague Lenny Escaro told DZRH radio.

The mayor of Puerto Princesa, Edward Hagedorn, denied any involvement in Batul's death, saying he "had been dreading that this would happen".

Mr Hagedorn also promised a reward to anyone who could give information that would lead to the arrest of Batul's killers.

Batul is thought to be the fifth journalist to be murdered in the Philippines this year. Seven were killed in 2005.

In its annual report for 2006, the group Reporters Sans Frontieres (Reporters Without Borders) said that "after Iraq, the Philippines is the most dangerous country for journalists".

Crime Lab Needs To Upgrade

If you marvel at the state-of-the-art equipment in the television series CSI, you’ll hang your head in shame over the dismal state of the facilities in the Philippine National Police’s Crime Laboratory Service (CLS).

CLS director Chief Superintendent Ernesto Belen, however, has news for you. The equipment shown on the popular TV series may be breathtakingly sophisticated, he said, but it does not exist. Even the crime labs in the US and other industrialized countries do not have them.

He admitted to being a fan of the series, but his attitude changed when he assumed his current post and started asking possible donors for the equipment. It came as a big letdown for him to learn that either the investigation tools are not yet available for distribution or they haven’t been made yet.

Belen spoke of his discovery at the weekly Talakayan sa Isyung Pulis (TSIP) forum.
"Take the DNA [deoxyribonucleic acid] examination shown," he said. "A sample is placed in a tube, and the result comes out after the tube is made to spin. The equipment or the process does not exist yet."

‘Only in the movies’
An FBI attaché replied, "Only in the movies," when asked where he could get that kind of equipment for the PNP crime lab.

Belen said the CSI exaggerates things for "cinematic effect." But he acknowledged the valuable service the series provides to create "awareness of how forensics works."

As for the CSI "overall criminalists," Belen and his men concluded after some quick computation that a crime operative can gain the experience for such exceptional capability after a long study.

"If he starts right out of college," he noted, "such a criminalist will be at least 55 years old by the time he has gone through the various fields of science and achieve the ability to conduct autopsies, discern chemical analysis results, and identify bugs for forensic entomology. And that leaves him only a year of service before retirement."

Still, Belen acknowledged that the crime lab equipment his men use is years behind those in First-World countries. He said that about the only modern gadget the PNP has is the automated fingerprint identification system. There certainly is a need to upgrade the tools of detection, but delay in the release of funds is a big problem.

"We pay for the equipment in dollars or in euros," he pointed out. "By the time the fund allocation is approved, the foreign-currency rate has changed."
